I am now inclined to suggest that the site put some rules around "reporting" like you have to be a paid up member

I think that restriction is a bit too tight. But what about a three strikes rule for reporting ? If a report is not upheld by mod three times running you get a warning or account suspension.

There needs to be a disincentive for malicious reporting.

Sure! So let us restrict who can report unaware women's pix, under age content oh & web pix. Did I mention the poor quality, our of focus & candid ones?
